EV_WGT_SLOPE is how the weight on measurement error (WMEAS) and prior model difference (WMODEL) change with time over the estimation horizon. This option is typically used to favor alignment of the most recent data. It is normally set to zero but can be adjusted to be positive to increase the weighting for more recent data points.
